Africa style
South Africa has brought out new legislation requiring all scuba divers to buy permits in order to dive at popular sites around various places along their shoreline. This is in effect as of 31 December 2005. Only problem is that there are no permits available yet. However, you are required to apply for an exemption for a permit which doesn't yet exist.
The person responsible for this is none other than Marthinus (Nathol) Van Schalkwyk, minister of environmental affairs.
